Check out this crazy amounts of money needed to "fix" problems with the oceans, or is it Ocean's they are talking about?

Here's some abstract from that article that has me worried...
"To attack the problems, the commission said the federal government must work to streamline ocean management, which is spread among "a confusing array of agencies at the federal, state and local levels."

I wonder how they going to "streamline" ocean management?

Although, this statement does make some sence...
"The report also called for a fundamental change in how the government addresses ocean problems, urging "ecosystem-based management," which focuses on entire regions, rather than the current policy of addressing each species or habitat in isolation."

That's a commission authorized by Congress in 2000, whose members were appointed by Bush after he became president. They are talking about U.S. waters and recommending $3.2 billion per year to begin to address problems. That's a drop in the ocean.

There is little or no chance that their recommendations will be funded anytime soon thanks to the half trillion dollar a year deficits being run up by the Bushies to fund their tax reductions at home and "nation building" experiments abroad. I heard J. C. Watts on NPR yesterday repeating the Reagan mantra that tax reductions result in increased revenue due to increased capital investment. He failed to mention that the increased capital investment is being made in China and India which is where the Bushies are creating all the new jobs they promised to create if the $1.5 trillion tax cut was enacted. Thank goodness we no longer have that lying, womanizing, budget balancing, surplus generating, job creating scoundrel in the White House.

Bush promised us he would create 2 million new jobs in 2003 if his tax reduction package was passed. Well it passed. And the 2 million new jobs were created -- in China and India!
