Not exactly the smartest guy in the world!
Frank Patti, a 26-yr-old motorcyclist, rode by a police car at a service station, made an obscene gesture to two officers in the car, popped a wheelie, and then sped away.
Police gave chase. Patti ended up crashing his motorcycle into another police car that had joined in the chase. Patti was treated for minor injuries at Parkside Hospital before being arrested on a variety of charges -- including operating a motor vehicle while retarded?
