P.S. - So now we know that the focus groups with 5-year-olds to measure brand recognition and the advertising specifically aimed at 14-year-olds was well intentioned after all. They wanted to help the government save even more money.

I love scientific studies (especially those funded by the Govt or some large company) For any report you show me, there can be one found that says the exact opposite. It all depends on the data you decide to include in the calculations.
