2003/2004 policy debate resolution

As I'm from Watertown SD, traditionally a contender of midwest debate.(7th in the nation) I thought it was interesting when i found out that the resolution for next year has a lot to do with oceans.

"Resolved: That the United States federal government should establish an ocean policy substantially increasing protection of marine natural resources."
