Most find it easier to put the sump UNDER the display tank. I'm confused on how you plan to use your HOB filter for an Overflow though. One of the biggest of an overflow is it only protrudes into the tank a small amount, mine is about 1/2". If you use the uptake tube from a filter, it will be pulling water from much deeper in the tank. If the power fails using that configuration, it will continue to siphon water out until the water line reaches the filters intake tube. Causing a pretty big FLOOD. I would check into getting a "regular overflow that skims water from the surface. I think my friend Matt bought his first one for around $60.00. I really like the CPR brand myself, they are more expensive but are slimmer profile and don't take up as much room in the tank. For your 20 gallon you will only need a small one. And for return pump it needs to match or exceed the GPH of your overflow. I'll get you a couple examples....
