Most power strips are NOT GFI. However a power strip plugged into a gfi outlet is protected. Also any wiring from the load side of a Gfi recepticle is also protected. This is a lot cheaper than installing a gfi circuit breaker.

The bottom line is I wouldn’t be without GFI’s
If they routinely trip during power outages, you have another underlying problem.
