ph in new setup from 6.0 to 9.0!

Hi Folks, I'm setting up a 37 gal tank for my wife. I decided to use RO water to fill it for various reasons. One is our tap water is about 7.4 and she is keeping angels and South American tetras. Anyway I have added gravel and water and it is running with filter for about a week. The ph now reads somewhere over 9! I tried my saltwater ph test kit to confirm what I thought was a bad reading. Now my question. The gravel is from a local beach (Ventura Calif.). I rinsed it for several hours and ran a vinegar test on a sample. No bubling and no salty taste left. Could gravel from the beach raise ph that high so fast? Anyone ever experience this?
