How much lighting for fish only with live rock

How much lighting would I need for my fish only with live rock tank? It is an 80 gallon, 23” deep. I was considering getting a 2x65 watt, 10,000k and actinic. I was also going to use the 40watt florescent light that came with the tank if there was room on top. Total of 170 watts. Would this be enough?

If your planning on keeping corals, no. Fish only, yes. IMO

I would like to keep corals but I have a Grass Puffer fish, and plan on getting a harliquin tusk and atenna lion as tank makes for him. (the puff is rather docile and only picks on inverts).

Would the live rock look better if I got 4x65 watt PCs, or would it be just fine with just 2x65watt?

You would be just fine with the 2x65w.

I use two 110w 50/50s on a forty and I have a bubble anemone, colonial anemones, live rock, polyps, and caulerpa thriving. A small porites is doing great on the top of one of the rocks near the surface. It must have been on the rock. If you are using 65W power compacts, I bet you could do more than you think.
