replacing things in fixture..

my PC doesn't start up as well, it flickers a lot and sometimes doesn't even light up.. could this be a starter problem?..

it is in a 150wHQI and 27 watt PC combo.. the HQI is no problem, but the actinic PC built in with it, flickers constantly and can't really light up.

what could be wrong? the bulb? or the starter?

Could be the BALLAST for the PC lamp. I know most of the ballasts I've seen for the hobby no longer use starters, except for the "good for nothing" lights that come with those plastic hoods. Just try 1 at a time, my first step would be the bulb, cause it is teh CHEAPEST part. If that doesn't work, and you can't find a starter, you'll know it is the ballast.
