From what I understand they are nothing more than a flood light.
I was flippin' through an aquatic catalog and noticed 150 and 250 watt light bulbs for reef tanks made by Marc Weiss that use a standard fixture (no ballast 120v). Although I would not use for main tank lighting, how about for a refugium? I'm just curios if anyone has seen or used these bulbs and what they think about them.

Timing has an awful lot to do with the outcome of a rain dance.
They are, like all weiss products (in my opinion) garbage. They are highly ineffecient, and likely don't produce a good spectrum. I can also promise that they run very hot, and don't have much intensity.
I think that for the price, you could get a used MH setup, or even a retro kit from someplace like www.aquaticlight.com.
