All you have is the one bulb?
If you had a dual fixture, you could try switching them around. Otherwise, I think your only option may be to get a new bulb, and see if it toasted your ballast.
Aight the other day our power surged and knocked out my lights obviously and when i unplugged my lights and plugged them in later the bulb started to light up and then flickered out......since then ive tried to turn it on but i think one of two things happened......the surge messed up my halide, or the light simply burned out. when i plug in the halide it just buzzes. whats your diagnosis. im thinkin its just burned out the bulb since it is rather old. just dont wana buy a bulb then have it not work cuz the ballast may be toast. I dont have any old bulbs sitting around either that i can just test it out with.

Most likely what happend is that the surge blew out the ignition chip in the lamp so youll have to purchase a new lamp. Had you been running an HPS for say fresh H20 plants you would have blown the ignitor in the ballast.
I suggest you buy a new surge protector just for your lamp and try to buy the model with the most avaiable Joules, at least 1800.
