That's not a cost-effective DIY project. For one thing, the individual LEDs are not all that cheap if you get the powerful ones that are required. But the most important thing to remember is that saltwater is a very corrosive environment and the wiring wouldn't last very long if the fixture was something the average hobbyist might stick together.

It would be a lot cheaper and easier to just get something that fits over your tank -- power compact fluorescents, T5's, whatever fits.

What do you mean by "anemones" in your tank?
