lunar lights not working

I have a Coralife Lunar Aqualight Compact Fluorescent Fixture, 4X65 Watt, 48 inch and when i turn on the moon lights they either dont work or come on and go off....what can i do to fix...

Almost sounds like it has a built-in light sensor. Does it?
