    Biocube HQI Lighting

So bit the bullet and got my Biocube HQI today after deciding that I preferred corals over fish. Problem is, light wont turn on. All connections are solid, power outlet works, any guesses as to why? Lamp, fixture, and ballast are all brand new.

Ballast bad, or lamp shot. They test HQI before sending. Got a volt meter? You can test power to ballast, then power to lamp.

Well, lets make sure we looked at it all first. But I don't know where else to point you If the ballast is plugged in, the lamp is in correctly, meaning both ends. and the fixture is on. Without testing it myself with a voltmeter, I'm kinda stuck.
