VHO lighting ?

what would be a good setup for a 55 with VHO's.

IceCap 660 with 4- 4' URI VHO bulbs.
2- Actinic White
2 - Actinic

2-Actinic
1-Actinic White
1-aquasun

Is there a cheaper blast like a HD or other hardware stores that would work?

You can get cheaper ballasts but you have to replace the bulbs twice as often , so it wouldn't take long to pay for the extra cost of the icecap.

I've never liked the 2 actinic white and two actinic combo. Its just too blue for me.
