Ballast question
Can I power NO floro bulbs with a HO ballast?
I have some NO actinic bulbs that I have a bad ballast on. I have an old ballast (rel-2s-110) that powered some PC bulbs. There is a listing for (2)f48t12HO. What happens to the bulbs if they are overpowered? Will it shorten the life?

Its been a while, but as I recall that ballast you mention is a Tar ballast, which will:
Yes, it will generally shorten the NO life bulb span.. and possibly overheat the NO bulbs, causing a failure of the bulb, socket, ballast or wiring (in that order of possibility). Besides running up your electric bill... Now what you might want to try is locating a bulb supplier in your area, and getting a couple of 65k HO bulbs (often called daylight bulbs), and then another NO ballast for a couple of O3 bulbs (since I have not heard of HO 03 bulbs).
