Lightbulb Lighting for a prop Tank.

I am planning on a small prop tank in the basement this summer. I am working up a cost list and lighting will be the major part I KnOW. The dimensions of the tank will be 24L-24W-16H this works out to be 39.85 gallons. I want to prop SPS of course and having a SPS tank I am aware of the high lighting requirments. I want opinions on a 250 vs 400 watt Iwasaki set up and how to do it the most economical way. I value everyones opinion on this board and have already learned a great deal through the collective experience here.
