You're right all those things come into play, but like I said hook the 240V fans to the right voltage and they howl, speed the variables up and move more air and they make more noise. You do not have to spend a ton of money to get a quiet fan though. All the ones I've personally seen at RS give a dB rating on the package, smaller # = quieter, I think mine even have it on the fans.
