Which one to use for Ushio 400watt 10k bulbs?

For 10k lamps, the better of the two is definitely the pulse start, although it tends to slightly underdrive the lamp (same with the 59, but the PS will be sure to start every time).

Unfortunately.....the "HQI" ballasts are still going to overdrive the lamp, and they have a higher starting pulse which may or may not also hurt the lamp life.
