I don't think you have to worry about the rock being disease free, only free of die-off as to not foul the display tank when you move them. Have you done water tests on the tank that is holding the liverock?

Since I think you are still trying to set up a Fish Only with Live Rock system, then the live rock is fish disease-free after the rock has sat without fish for 6 weeks. Disease parasites that need fish to live and reproduce (for instance, Marine Ich and Marine Velvet) cannot survive without fish. So if the rock is held without fish, those disease parasites die.

By holding Live Rock in quarantine, you can inspect it for any hitchhikers that you don't want in your main display. For instance, you probably don't want fire worms, mantis shrimp, etc. in your display tank. For those kinds of hitchhikers, you just observe the rock and remove the hitchhikers while you are holding it for those 6 weeks.

I'm unsure of your reference to brine shrimp eggs. What are they for?

I see. Not a good choice. You want to read this closely. I know it's long, but it is full of useful information AND you can print out the attachment for easy review:
Feeding Marine Fish and Fish Nutrition

There are so many things to learn, isn't there. If you stick with this hobby you will become very knowledgeable about many different subjects!

Of course you may ask. And you should ask that of anyone you want to use information from in this hobby.

It isn't the time spent with one tank, it is time and experience spent with many different tanks, many different fishes, and continued education and experience that is very useful in this hobby.

However, most of my background can be found here:
