The fish has a bad case of MHLLE: Marine Head & Lateral Line Erosion: A Description of the Syndrome and a Review of its Speculated Causes by Steven Pro - Reefkeeping.com
If you're referring to the white dots along the fish's lateral line (the black area down the back of the fish) then this is probably an extension of the MHLLE. Read the above article and make changes in the fish's diet and improve water quality.
