The recommend Formalin treatment is not done in the QT, but in a separate container as a bath. So if you follow that process, there is no concern about chemical filtration in the QT.

I mean when done in a separate container, you still use the QT water to fill that container, right? Or if chemical filtration is used (for an emergency situation) in the QT, should the Formalin treatment container be filled using the DT water or freshly made saltwater?

The water from the QT is used to make up the Formalin bath. That water can be chemically treated so long as the chemical isn't allowed to 'get out' of the filter or bag it is put in. For this purpose, I would not recommend using any kind of liquid additives to the QT water.
