The condition is cloudy eye. One cloudy eye indicates there is a nutritional problem and/or a water quality problem. It usually signals that a bacterial infection is setting in.
What most hobbyists aren't told is that there is much more to water quality than the tests we do on the water. I'd like you to read through this post to a feel for what I'm talking about: What is Water Quality. Verify that organics, detritus, and wastes are building up somewhere. Change mechanical filters out, clean things up.
Review what you're feeding the fish. With proper nutrition a fish in good water can handle the bacteria that are there.
If the second eye goes cloudy, then in addition to doing the above, the fish will need to be treated with an antibiotic, but returning the fish back to the same condition won't be a cure, so still clean things up. Especially check the skimmer function and that it is properly sized (covered in the above post). Also check on the quality of the activated carbon or any chemical filter you're using.

I currently don't run any carbon perhaps I should pickup a canister filter to run for a few days. My tank is fairly clean although I did just move a lot of my rocks around. I will check on everything and do a water change this weekend hopefully the other eye does not glass over and he gets better. Thanks again for all the great information!
