Good photos. It looks to me like a skin/topical bacterial infection. The fish should be given an antibiotic treatment and its natural mucous coating should be reinforced.
Here in the USA my recommendation would be an antibiotic that contains any of the following:
Nitrofurazone (Furan-2),
Nifurpirinol (a nitrofuran antibiotic)(need Rx in UK, none needed in EU, aka furanace or furanase)
For helping the mucous coating, I would recommend a product like Pro Tech Coat Marine or StressGuard.
Not sure what is available to you.
