I purchased a Tang over the internet and at first I noticed the white spots which they all have when they are frightened but I also noticed that on the side of his body there is something that looks like white scratches or crust white patches. And everyday it seems to get worse. I have no idea what it is. It does not seem to slow him down from eating or any thing like that, but I know it's not suppose to be that way. Any ideas? See attahed... I hope I added it correctly

Too bad you're not using a quarantine process. I highly recommend you change your hobby habits and begin to use a quarantine process: A Quarantine Process (step-by-step)
The fish has lost much of its mucous coating and I believe is beginning to show the signs of topical infection. Move the fish to a hospital tank. A hospital tank is setup just like a QT (see above link). The fish needs to get two treatments: An antibiotic and a coatings treatment.
A good antibiotic for this is Nifurpirinol [a.k.a. Furanace].
Pro Tech Coat Marine and StressGuard are good for improving the fish's coating. Pick one.
There is a chance the fish will recover in your DT, but being new and with the stressors in the DT, there is a chance the condition could worsen and the fish die. The problem could also spread to the other fishes. In any event, the life of the fish will be significantly reduced if you do nothing, and you can expect the fish not to live its normal captive life span.
