The phrase, does give me pause for concern. What is 'almost?'the water is almost perfect
The fact that corals are open doesn't mean the water quality is proper for the fish. This is one of the most often made poor assumptions in the hobby. Corals defend themselves by chemical and/or physical attacks. Other corals may survive but in a captive environment, a fish may not be able to handle the chemical release.
Then, the same goes for fish. Not all fish, even ones of the same species, reacts to water quality the same.
However, given the little information provided, it could also be that the fish was not acclimated properly, and/or the fish is not accepting captivity. If the fish are tank bred fish, more the former and not the latter. It could also be the tank is too small for this fish. Lastly, it could be a temporary adjustment, and the fish could calm down and adjust in a day or two more.
Without more information and details of the marine system and actual test numbers, there isn't much more to say.
