    Looks like a mostly dead Galaxia to me.

    It looks like a tube coral. They are not photosynthetic and need meatier foods to survive. In the condition that this one is in, I would (once a day) shut off all pumps, get some Reef Nutrition's Roti Feast or Oyster Feast and after the water settles take a turkey baster and squirt some over the colony. Once it grows back to full strength, you can target feed it pieces of squid by using a pair of tweezers. Once it gets to that point, feeding can be backed off to about 2 times a week.

    I would agree with Dead Galaxea. Consider yourself lucky. I have a Galaxea that killed a HUGE and gorgeous Pocillopora overnight!!
