Do smaller tanks ever burn out?

I have a 60G that I have had up for about a year, there has been small amounts of livestock in it and just recently everything is starting to sort of fade. The coralline had been doing awesome and even though all of it is still present, it quit growing. The majority of the algeas have really started to fade. The few softies I have are doing alright but my bubble is starting to pull back on the skele. I only have a yellow tang and he is doing fine. My astrea snails are doing fine.

The only time I have seen something similar to this was when I made a newbie mistake in at the beginning of last year and ran carbon for too long. I did a water change because of small trace of ammonia due to a linkia not making it but that was fixed, nitrites and nitrates 0 alk is good, ph 8.4, little higher then norm. I don't know, I'm confused and not sure what to do. Any help would be awesome, here are some more specs:

    60G
    60lbs LR
    HOT Remora skimmer 24/7
    1 yl tang
    Various mushrooms
    bubble
    condy anemone
blue hermits and snails for clean up
    plenty of pods and worms
Use RO water for changes and top off
ESV Calcium buffer sys for alk/calc levels

    Thanks

Seriously though that could be the problem, how long have you had the bulbs you have now? and what kind are they?
