-can i add 7 or so lbs of live rock to my 30gal tank that already has 20lbs of live rock in it while my fish are in the tank? will it be safe, or will the tank need to go through another cycle?

It is OK to do that provided you buy fully cured live rock locally and get it into your tank right away.
