Looks like a case of hair algae to me which means there is a nutrient problem. You might not see it because the hair algae is utilizing the excess nutrients thus making your test appear ok.

Things to do.
1. Find the source (source water, too much food, etc.).
2. Fix the source.
3. Manually remove the hair algae (as much as possible) and perform some water changes.

well from the pick you can see that there is two types of the algae, the hair one whioch i assume is the one which looks like hair but then there is the other one which is really taking over the tank. it actually looks like the tenacles on a sebae anenome except in green. you see it right? its all over the coral in the pic. anyway, alot of it was on the substrate which was full of tiny feather dusters which unfortunately i had to get rid of because it was too hard to remove them from the algae. anyway do you know which algae im talking about ther than the hair algae? and what type of animals will eat it as it is nearly IMPOSIBLE TO REMOVE FROM THE CORAL ROCKS thanks again. John
