i was just wondering if i could put a small yellow tang in my 30 gal cube tank? there is only 28 lbs of LR.

I wouldn't advise putting any of Surgeonfishes in a 30g tank.They are very active swimmers and constant grazers and you simply don't enough room for any of them. Try staying with a small fishes for your 30g tank, like the gobies and blenies. They are quite the fun to watch and have unique personalities that you will learn to appreciate and love with time. If you can find a pistol shrimp and a Yashi gobi that are paired up you got it made Their interactions are endless and real fun to watch.
