Bubbles on fins? What do I treat?

I have 2 tiny blue tangs (about 1 inch) that have some strange looking bubbles on his fins (the top ones) ... I thought at first (before they bubbled up) that it was ich, (there is very definite scratching/rubbing/darting like ich)and was going to go buy some copper med tomorrow, but the fins have puffed up and look like bubbles now, is this some advanced form of ich or is something else going on? I tried searching, here and on the net, but I'm not finding any pics that look like this, or definite descriptions...
Anyone have experience with something like this? The only thing I found that even sounds remotely like what I'm seeing was a description of Lymphocystis, and the pics I've found do not look like this... This is like... bubbles. I don't know how else to describe it, they're semi-opaque, and they appear to be bubbles in the fin itself. I see, on one of the fish, a tiny bump on his side, but I cannot see it good enough to tell what it is... It is the same color as him tho, not white. I also do see what appears to me to be ich-ish spots around the periphery of the bodies.. Just never seen anything like these bubbles.

I've got all morning to read so I'll search around but honestly I've never heard of that. Did you change anything in your system? Add anything?

Well, yeah I've added things and made changes, but these guys are in qt, so any changes in my system can't have affected them. The one is worse than the other, I put him in a 1 gal pickle jar for the night, cuz I was sure he was a goner. I had some antibiotic laying around from something else a while back, so I figured it couldn't hurt (he wasn't swimming, moving, breathing fast, bubbles all over him etc.)
I kind of expected him to be gone when I got up (only 4 hours later, but that's a long time in that kind of condition) ... Well, he's not dead, and he's not like all healed or anything, but he does look better, and he is at least moving, swimming... *my hope is returning* Maybe I got lucky.

I am still stumped as to what the heck this could be tho. It doesn't match any of the descriptions I've been able to find. Dunno.

I hate to point you in another direction but you should check out the fish treatment forum on RC.

Well, to be honest, at this point, the lil guys are doing better, and I am a big fan of 'if it ain't broke don't fix it'... I know the cupramine says not to treat with other meds, but I have a very low dose of the antibiotic that brought back the first lil guy, and the recommended dose of cupramine... They seem to be doing better... We shall see I guess.

Hmm.... But the only things I've said to him are "hold still doggone it!" and "You're gonna be ok lil guy" ..... Think those can be held against me?

He's (the one that was the worst) looking much better, spunkier and bubble-less this morning... But I can see where the bubbles were, like scars almost. His fins look like they're torn and tattered, but they're not, it's just the color is gone in the spots where the bubbles had stretched out the skin (?? DO fishes have skin?)
