Hi Brad,
They can do that and not be dead or dying, just expelling waste. They are very hard to keep and need intense lighting and near perfect water conditions to keep them long term. If you see it starting to come apart or have cottony tufts it needs to removed. You need to be careful when removing it. Place a bag or container underwater near the anemone and gently coax it into the container. Do not try to lift it out of the water. They tend to break apart and it is very difficult to retrieve the pieces. You can experience a ammonia spike if it is left in the tank to decay.
