Should the photo period be reduced during a diatom bloom?

That all depends on what you have in your tank right now. If you are just starting to cycle your tank and all you have is live rock, then it's OK to run with a shortened photoperiod.
It really doesn't make much difference one way or the other because diatoms are just a phase that you have to go through during the progression of the initial cycle. If you have a mature tank that is experiencing a diatom bloom, I don't think I would bother reducing the photoperiod.
