Some feather dusters shed their crown once a year and grow a new one, but since yours has lost its crown and is trying to leave its tube, then that is a sign that it either stressed about water conditions in its area, or its not getting enough food where it is located. In most cases when the worn leaves its tube in an aquarium, it dies or is attacked and eaten by other fish.

If it hasn't completely left the tube try to relocate it, and target feed it, also check your nitrates.

I don't think your nitrates (though high) are high enough to upset it. Could it be to close to a strong water flow like a powerhead? or do you have any fish like dwarf angels or butterfly, that like to pick at it? describe the location its in and the other tank residents. This could also be the cause.
