Just about a month old. a few rocks are completly covered in a bright green alage. it is not loose and it cant be removed. Almost looks like a lime green. Is this good or bad?

It isn't a problem. The green algae that you have to watch for are the filamentous types, this is just some coloration you are getting on the rocks.
Scott is probably correct on this, but if you could come up with a pic or 2, it might help us out a bit.
