I don't think your going to find a glue that is really good at stacking rock. Your best bet in this case is to drill holes in the rock and use wire ties (plastic zip ties) to hold them together. You can also use acrylic rods to hold pieces together. Anthony Calfo describes some different techniques in BOCP1, an excellent addition to the library!
