I can't say for sure from that picture, but they look like little featherduster worm tubes. If you look really really close you can sometimes see the worms too. Mine were red worms in white tubes. I had a serious break out of them once. They covered everything! Then a few months later they all but disappeared. I actually liked them because they kept algae from growing on things.
So I wouldn't worry about them. You could scrap them off, but I don't see why you'd need to. They don't do any harm as far as I know (and I had a plague of them).

Your pictures are not in sharp enough focus on the "white spots" for me to tell if they are spiral shaped or simply round or oval shaped without a noticeable spiral. If they are spiral shaped, they're harmless worms that live in calcareous shells. If they're simply little round or oval white spots, they could be snail egg capsules.
Just scrape them off the glass so that you can see your tank.
