The PFO fixtures use the 3 watt luxeon bulbs from what I understand. The color temp is achieved by the ratio of white to blue lights. The system on the horizon for PFO is supposed to be equivalent to a 400W halide system and I believe the lights to be used in it are the 5 watt luxeons.

Which type of lens are you using on the bulbs? That will have a fairly pronounced effect on the brightness.
