I recently bought a sebae white with purple tips. the first few days it was fine, it clung to the side of my live rock and the clowns loved it. Well after a few days it fell to the bottom and its base seems to have shrunk and it won't stick to anything. I feed it frozen brine shrimp mostly. I also have an actinic light system. is this normal behavior or is something wrong? the anemone seems fine other than it won't anchor itself.

No, it is not fine and basically trying to get away to a new/better location when it lets go and beging to move around. Your anemone is bleached and needs some serious attention for it to survive. My best advice would be that you provide the best conditions for it, like lighting and water parameters, give it some food that is more nutritious than frozen brine( it has none, or minimal nutritional value).
I had good succes with feeding my sebae silversides but it could be shrimp or krill, some other marine fish flesh.
