Anemone wont stick!! help

Hello, can anyone help me i have a 10gallon nano setup had the tank for about a month the anemone has been in there for almost two weeks and he still hasnt stuck to anything he stays in the same genral area but moves around and wont stick i kno the temp has droped but i have a heater and is stable now i kno theres nothing rlly i can do but why isnt he sticking ,,,,,today i dug a little hole in the sand between the rock and the glass and stuck him there to possibly help him out

Anemones are very delicate, and a tank that is 1 month old may not be suitable for it. What kind of anemone is it? What kind of lighting and other equipment is on your tank? What other inhabitants?

The fish in the tank are yellow tang, and a tomatoe clown...with live sand and 4lbs of live rock ..30g biowheel and a dual satellite 20 inch

You are in big trouble with this one. The anemone is not suitable in a 10 gallon nano tank, nor is the Yellow Tang. I suggest you remove them both and take them to a local store for credit and do a bit of reading before going any further.
