the general consesus from other rock aquaculture guys and the fwc is that it wasn't stolen, it was ignored for two years and sunk into the sand and is still on site waiting to be dug back up.

I didn't know the rock to be aquacultured was just dumped on the sand. I always thought it was placed on racks that were elevated about the substrate?
Maybe, as you say, it was simply covered over by sand thanks to the hurricanes that are quite common in your area.
They say he was "caring for his parents in the last year and a half since he last checked the site." Well, he wasn't caring for his parents every day of the week, 24/7, or he wouldn't have been able to do anything. I don't think I would have put $100,000 into an investment, whether it be rock or anything else, and not bother to check on it for 18 months.

I agree with Ninong on the point of: If you got a 100 grand invested in something, you will be there to protect it. All of these "leases" are in either state or federally owned land. Now speaking from experience, and I will not eloborate on that, period, so don't ask, the area around where this "farm is, is a heavily patroled area by several goverment agencies who freq. like to board and inspect said vessels, and they do check paperwork. Lic. are required to be a "rock Farmer" issued by the state of florida, and must be presented when asked.
It is a good chance that it has been covered over by sand, we have had several hurricanes and strong tropical storms over this time period, and once away from the keys themselves you are pretty much dealing with a underwater desert. Lots of Sand.
Or, another possibility is, he got his coordinates wrong, oops.
I don't buy it, to many other things will make alot more money than pulling 150 tons of liverock off the bottom of the ocean floor, too much overhead for the common criminal. JMHO!!!!!!
