I'm pretty sure it's Cyano (bacteria). Common cause is high nutrients/phospates. Best thing to do is figure out what the source is and fix it. Could be overfeeding or too many fish, underskimming, bad ro/di water, not enough water changes, old bulbs, not enough flow, etc.

Yes, I agree, it's Cyanobacteria. Just run a search on this board using that term. We have discussed this topic many times.
