It could be either bleached Heteractis crispa (also known as sebae anemone) or, again bleached, Macrodactyla doreensis (long tentacle anemone). I'm leaning towards H.crispa. It is safe, not sure what you mean by that, though. If you mean if it is safe for your clownfish to host it, then yes, it is safe. It would help if you told us what species of clownfish you have so that we could determine if your clownfish is found with this anemone in nature.
In any case, since this anemone is bleached (which in itself is not all that surprizing to me) you will need to provide all of the nutritional demands of this anemone. It is situated perfectly, by the way, as this anemones usually like to burry their foot in the sand and attach to something under it. Try feeding it variety of meaty foods (silversides or krill, even raw table shrimp not peeled) two-three times a week. Begin with small pieces and see which tyoe of food it prefers and go from there.
