Does it stick to itself? If I siliconed something and it still leaks can I re-silicon over the top of it or do I have to remove it?

I have made a DIY sump and had it leak where I installed the baffles. I resiliconed over the existing silicone and had it work like a charm, provided I let the silicone set without water touching it for 48 hours. HTH
