sand questions in biocube help please!

Hey guys im 3 and half weeks into my new 14g biocube but im having brown algae (diato ms) which i was told it would leave by itself. I have it in my sand rocks and glass but i also have this debris in my sand it looks like waste from the fish and from the rocks. What should i do? i hear siphoning my sand is not a good thing but i want to get rid of the debris. Any advice would greatly help also im running my lights 12 hrs leaving my actinic on an hr before and after should i cut my light cycle shorter to eliminate the diatoms??

I wouldn't worry about the diatoms. It will fade as the tank matures. You can carefully siphon the waste collecting on the sand bed if you want. Just be sure only to siphon the very top layer of the bed. It would be better to add another power head ( or rearrange what you have now) to eliminate dead spots.

Can you give us all your system details?

One thing that strikes me right off the bat is it's too early to have fish...that could be part of the problem. 3 weeks is on the short side for a cycle to have occurred and settled. Please list all livestock and when you put them in. How much rock, sand, and all of your pertinent water parameters.
