Looks like it's dying.
We would need your system details in order to begin to help. How long have you had the anemone, size/age of tank, type of filtration, type of lighting, other tank inhabitants, etc..

The nem looks a little bit better now. Here are the specs- Coral banded shrimp, clownfish, starfish, feather duster, live sand/rock, hermit crabs and A snail lol. Had the nem for a week now. It hasnt eatin anything yet ( I have krill, just got silversides ). Lights t5ho. Marineland Bio wheel filter, tank has been up for like 4 months, aqueon heater/ marineland ( marineland wasnt working right they are shipping me a new one ), 20gl long, 425gph power head ( isnt on because of my clownfish its so small lol ) . Sure. Another pic would be great.
Nems need good light, food, and low nutrient, balanced water chemistry. IME, they are much more difficult to keep/care for than most corals. You might also want to rethink some of the tankmates. Hermit crabs and CB shrimp are know to sometimes feast on their tentacles.
Honestly, I'd kind of expect problems with anemones in such a small/young tank. The fact that you've not listed a skimmer, and you're using a Bio wheel filter means it's likely that you have high nutrient water. Can you provide your water paramers as well? SG, Temp, PH, Ammonia, Nitrites, Nitrates, Phospates, Calcium, Alkalinity and Magnesium.
How often/how much do you change water? How much rock and sand do you have?

I have 3ish inches of sand. I just recently added some more water actually today... Do you think I need a skimmer if so, can you tell me one thats good and maybe a cheaper price? Heres the 2 pictures!

Yep...looking better in those pics. Still looking on the sickly side though. Hopefully, when it starts eating and the color comes back, you'll know he's on the mend.
The rule of thumb on skimmers for reefs is to get one rated for 2x your system volume...
This one would fit the bill nicely for you.

On the cheap, I've heard good things about this one, but it really is a bit undersized for a reef of your size...

Once you get a skimmer, I would stop running the biowheel. Man made biomedia traps detritus. making it very difficult to keep nitrates low enough to be "reef safe". The rock will do all of your biofiltering, assuming you have enough of it. It should be 1.5-2lbs per gallon. Make sure when you take the biowheel off line that you hook up that powerhead though...rule of thumb there is 10-20X gal/hr turnover, so a 425 is definately on the higher end of that spectrum, but should be ok if you keep it aimed towards the surface a bit.
