I know the top 2 best filter type for a reef aquarium are a sump or refugium filter, but wish of the 2 is best for a reef aquarium?

They are usually incorperated together, as a sump/refugium. The sump would be considered the filter because it houses the skimmer and any filter media if you are running any. The refugium is a way to grow macro algea for nitrate exportation and to grow pods. Unless your asking about a wet/dry vs a sump/refugium, hands down sump/fuge.
