You want to be running your filters, heater's as you would if you had fish in there Beacuse it is important to be running a Heater while cycling your tank because, Heated water promotes quicker bacteria growth and the filter is the main site of bacterial colonization in your tank, may I ask is it a raw shrimp you talking about thats in your tank?

Depends on your water temp swing. If your between 76-82, no reason to. But you should run everything normal in a cycling tank, with maybe the exception of lights, then again everyone likes to look at their tank, even with nothing in it.
