Most urchins tend to be bulldozers, knocking over anything that they can and pulling down carefully stacked rock. If you rock is solid they might work.
For hair algae the only thing that has consitently worked for me was a DSB and a lawn mower benny. Infact I had to go back to using tap water for my top off so that there would be some hair just for the benny to eat, since he cleaned it all off everywhere.
